VLC is an open source media player that can help Android and iPhone users play almost all video and audio files directly. It can also help users stream music and movies from their computer to their mobile phone over Wi-Fi. A great way to access your personal media library from your garden, balcony, bathroom, kitchen, anywhere in your home. Download this free media player for Android here before we get started.
Enable File Sharing on PC
Head to Control panel > Network & Internet > Network & Sharing Center > Change Advanced Sharing Settings. Click to enable Turn on network discovery and File and printer sharing options under the Private (current profile).
Then go to create a new folder on your computer hard drive and put all the music songs, movies, videos you want to share into a folder, right click on it, choose Properties, switch to the Sharing tab and share this folder.
Stream Media from computer to Android

As long as both devices are connected to the same network, you should see your computer’s name on the Local Network screen. Tap to open it, type in your computer username and password when you are asked to login.

is it possible to download music from this shared folder for offline listening?
it seems VLC for Android does not support wifi sharing. this feature can be found in VLC for iOS though. https://wiki.videolan.org/Documentation:IOS/#WiFi_Sharing. Currently we can use a third-party file transfer & manager app to access Windows network sharing and download music and other files to mobile phone. For example, you can use FE file explorer, MiXplorer file manager, etc.
No it works on Android just fine! You can “stream” media files directly from your PC.
