Enable File Sharing on PC
Head to Control panel > Network & Internet > Network & Sharing Center > Change Advanced Sharing Settings. Click to enable Turn on network discovery and File and printer sharing options under the Private (current profile).
Then go to create a new folder on your computer hard drive and put all the music songs, movies, videos you want to share into a folder, right click on it, choose Properties, switch to the Sharing tab and share this folder.
Stream Media from computer to Android
Opening VLC media player on your Android mobile or tablet. Head to its side menu, select Local Network.

As long as both devices are connected to the same network, you should see your computer’s name on the Local Network screen. Tap to open it, type in your computer username and password when you are asked to login.

Navigate to wherever your media is stored on the computer, tap a music or video file to listen or watch from your mobile phone using VLC player.
is it possible to download music from this shared folder for offline listening?
it seems VLC for Android does not support wifi sharing. this feature can be found in VLC for iOS though. https://wiki.videolan.org/Documentation:IOS/#WiFi_Sharing. Currently we can use a third-party file transfer & manager app to access Windows network sharing and download music and other files to mobile phone. For example, you can use FE file explorer, MiXplorer file manager, etc.
No it works on Android just fine! You can “stream” media files directly from your PC.
